Chief HR Officer

University of the Pacific

University of the Pacific is seeking a dynamic executive toserve as Chief People Officer (CPO) and serve as a steward of theuniversity’s mission. The CPO will provide strategic leadership forthe human resources function in service to the university’sadministrators, faculty, and staff across its three campuses(Sacramento, San Francisco, and Stockton, California), acting atall times as the steward of employee resources in service to theuniversity’s mission. The CPO will build and lead a world-classhuman resources function that focuses on talent acquisition anddevelopment and includes benefits and compensation, employeeeducation and development, human resources information systems(HRIS), employee and labor relations, records management, andrecruitment, with approximately 20 full-time employees who deliverwell-conceived and well-designed services to the university’semployees.

The university’s structure and its academic culture require theCPO to lead through a combination of influence, strong partnering,business acumen and the demonstration of exceptional functionalexpertise. In this culture, they will require excellentcommunication skills, the ability to interact effectively with awide range of constituents and the demonstrated ability tonegotiate and advocate in a manner that advances the mission of theuniversity. The CPO will lead a strategic, transparent and customerservices-oriented human resources function characterized byfunctional and operational excellence. The ideal candidate willtranslate broad strategies into specific structures, plans andprocesses that support strategic priorities and implement them in ameasured and focused manner that enhances organizationaleffectiveness. They also will drive operational, strategic, andfinancial results, working closely with university leaders to alignhuman resources, financial and operational systems for optimalefficiency.

Key Responsibilities

  • Support the university’s educational mission and aspirationsfor growth by delivering world-class human resources support andservices across all three campuses.
  • Assess, design, and execute a playbook and road map for humanresources that enables, empowers and liberates the institution toachieve its mission and growth objects.
  • Play a leadership role in the university’s support for a fairemployment environment where diversity and respect for others arecore values.
  • Continue to develop a world-class human resources team tocreate an environment in which human resources professionalspartner with the university as expert advisors to business,administrative, and academic units and deliver value to clientsthrough consulting, coaching, creative problem solving, proactiveinterventions and service excellence.
  • Develop innovative and cost-effective human resources policiesand programs that are focused on recruiting and retaining the bestemployees and that encourage the development and retention of thebest talent.
  • Fully leverage technology in the design and delivery ofservices and in the generation of management and datareporting.
  • Work to develop operationally effective human resources systemsthat link directly to and clearly with the university’s financialsystems and objectives.
  • Create client service-centric avenues for communication thatdisseminate information in a timely, accessible, and user-friendlyway.
  • Support the university Board of Regents, as necessary, inaddressing staff and faculty compensation, benefits and otheremployment issues; present information, issues, proposals andpolicy analyses regarding human resources matters.
  • Oversee the negotiation and implementation of collectivebargaining contracts with unions and bargaining units.


  • A bachelor’s degree is required. A master’s degree ispreferred.
  • Minimum 10+ years of experience in human resources management,preferably in higher education.


  • Background in compensation, benefits, labor/union relations,HRIS and employee relations.
  • Ability to interact comfortably with a wide range of universitystakeholders and be effective at interacting with employees at alllevels.
  • Ability to develop excellent rapport with administration andfaculty leaders, the leadership of the unions representinguniversity staff, faculty, trustees, university officers andthird-party vendors, including health and welfare insurance brokersand retirement plan investment managers.
  • Track record of success in negotiation and advocating contractsand relationships that meet the mission of the university and theneeds of faculty and staff.
  • Understanding of an academic research environment and therelations between a central business function and the teaching andresearch mission of the university.
  • Significant experience and success working in a large, complex,decentralized organization with diverse populations, includingdirect management experience.
  • Strong understanding and the ability to navigate Californialabor law and working knowledge of regulations and laws governingCalifornia state employee programs, including equal opportunityenforcing regulations and laws.
  • Demonstrated skill and ability to create a shared vision forthe human resources function and lead and inspire staff to executethe organization’s commitment to the university and its diverseconstituencies.
  • Demonstrated record of being fully dedicated to internalclients and designing a human resources function that helps todevelop and implement better people management practices.
  • Proven ability to actively identify gaps and propose andimplement changes necessary to cover risks.
