Employee & Labor Relations (ELR) Specialist

This is a Contract position in Salinas, CA posted September 13, 2020.

Position works under the supervision of the Manager, Human Resources.# The Employee # Labor Relations (ELR) Specialist performs Human Resources related duties at the professional level with both breadth and depth across all Employee and Labor Relations (Employee Relations, Labor Relations, Policy # Procedure Management, Investigations, Progressive Discipline, Grievance Process, and Absenteeism Management). The ELR Specialist is empowered to independently resolve a broad range of customer inquiries and requests. The ELR specialist serves as an advisor guiding and supporting leadership with interpretation, compliance, and enforcement of human resource policies and procedures, collective bargaining agreements, and State and Federal employment and labor laws. Responsible for ELR inquiries and concerns from intake to facilitating resolution of the inquiry or concern. Monitors and evaluates the effectiveness of current ELR practices and programs and makes recommendations to update and change based on customer feedback and changes in working conditions. Guides hospital leadership in the administration of the investigatory, disciplinary, and grievance processes which includes identifying the issue, investigating the facts surrounding the incident, identifying course of action, conducting the disciplinary meeting and follow-up to ensure effectiveness of current practices and programs. Continuously seeks opportunities to improve access, response times and the delivery of ELR services including expanding opportunities for self-service. A key contributor to the research, development and implementation of HR performance improvement initiatives including the development of communications channels and presentations. Conducts warm transfers to HR specialists and generalist as needed – sharing relevant details required to ensure a positive outcome for our customers. Experience: A minimum of three (3) years of progressively responsible and directly related work experience in Employee # Labor Relations. #Knowledge of fundamental principles and practices of Human Resources Administration required. #Knowledge of labor relations including collective bargaining agreements, required. Education: Bachelor#s degree in business or Human Resources related field required.
